5,749 vehicles inspected
During the 2025 “Lighting and tyres” campaign, the ACL inspected 5,749 vehicles, 26.5% of which required on-the-spot adjustments or were found to have non-compliant tyres.
As it does every year, the ACL ran its awareness campaign on the condition of lights and tyres on vehicles on the road in Luxembourg. This operation, carried out in collaboration with Road Safety and Autoglas, aims to remind people of the importance of effective lighting and compliant tyres to ensure everyone’s safety.
From 15 October to 13 November, ACL teams covered a large part of the country and carried out 5,749 free checks on three points: headlight adjustment, faulty bulbs and tyre compliance. The results of the operation were positive, with a 6% increase in checks compared to the 2024 edition, when 5,307 vehicles were checked.
In detail, 917 vehicles (16%) had a fault with their dipped headlights, requiring on-the-spot adjustment, and 352 bulbs were found to be defective (6% of vehicles). The ACL teams also noted a significant increase in the number of defective bulbs compared to the 2024 campaign (3% of vehicles). Finally, 255 vehicles were found to have non-compliant tyres, representing 4.5% of checks, which is half the number found last year. It should be remembered that tyres are the only point of contact between the vehicle and the road. For the safety of drivers and passengers, it is therefore essential that they are in good condition.
The results show that certain issues remain problematic:
• Low beam headlight adjustment:
916 vehicles had incorrect settings, representing 16% of checks. Incorrectly adjusted lights can reduce visibility and dazzle other road users.
• Faulty bulbs:
352 vehicles had at least one faulty bulb, representing 6% of checks. This is a safety hazard, especially in winter.
• Non-compliant tyres:
255 vehicles were fitted with worn or unsuitable tyres, representing 4.5% of checks. Tyres in poor condition significantly increase the risk of accidents, especially on wet roads.
“We remind people every year that a well-lit car with good tyres is essential to ensure everyone’s safety on the road. Our awareness campaigns aim to remind people that these often underestimated factors play a crucial role in accident prevention,” emphasises Dany Neves, head of the ACL’s Diagnostic Centre, before adding: “With more than 5,700 vehicles checked in one month during this new ‘Lighting and Tyres’ campaign, we have exceeded last year’s number of checks, which demonstrates the importance of this campaign. One of the keys to this success has been our ability to get closer to motorists. We would like to warmly thank our partners, in particular the Cactus group, La Belle Étoile, City Concorde, Leclerc, Knauf Shopping-Center Pommerloch and Massen, as well as the municipalities of Mertert and Ettelbruck, who made their car parks available to enable this campaign to be carried out in optimal conditions, as well as our partner Autoglass (windscreen checks) and the SNCT, who helped us on a few days and contributed to the success of this campaign.
When should you fit winter tyres in Luxembourg?
In Luxembourg, winter tyres are compulsory under certain conditions.
- The obligation to fit winter tyres is not linked to a specific date. Driving with winter tyres is only required if weather and road conditions make it necessary. According to Article 160 of the Grand Ducal Decree of 23 November 1955 regulating traffic on all public roads, these weather and road conditions are “in the event of black ice, packed snow, slush, patches of ice or frost”.• The obligation to fit winter tyres does not apply to vehicles parked or stationary on public roads. Mopeds, motorcycles, tricycles, light quadricycles and quadricycles, tractors, self-propelled machines, as well as vehicles for which winter tyres do not exist by design, are not covered by the requirement. For heavy goods vehicles, buses and coaches, it is sufficient for the wheels of all drive axles of these vehicles to be fitted with winter tyres. The same applies to motorhomes with a maximum authorised mass exceeding 3,500 kg.
• A tyre bearing the letters M + S, M. S. or M & S and/or the alpine symbol (three-peaked mountain with a snowflake) is considered a winter tyre by law. The ACL recommends choosing a tyre with the alpine symbol, as tyres must pass various tests carried out in winter conditions in order to display this symbol.
• By law, the minimum tread depth for both winter and summer tyres is 1.6 mm. For safety reasons, the ACL recommends not going below 4 mm.
• In general, it is prohibited in Luxembourg to mix different types of tyres.
What about all-season tyres?
All-season (or 4-season) tyres are gaining popularity because of their practicality. However, it is important to understand that this type of tyre is a compromise. In winter, they perform less well than a genuine winter tyre, and in summer, they are less effective than a summer tyre. All-season tyres are, however, an alternative for drivers who can do without their car when driving conditions become difficult. Their main advantage is that there is no need to change them according to the season or to store winter or summer wheels. Furthermore, in Luxembourg, all-season tyres marked “M & S” are legally considered winter tyres.
